Counsellor Ms. Saima Saleem Calls on #UNSC to Include #Kashmiri Women in Secretary-General's WPS Reports !
It is deeply regrettable that once again the Secretary-General’s report makes no reference to the plight of Kashmiri women, who for decades of occupation have endured sexual violence deployed as a weapon of war.
UN human rights mechanisms have documented these violations: structural impunity, harassment of women human rights defenders and journalists, reprisals against female family members of the disappeared, torture and arbitrary detentions, and widespread trauma of sexual violence and abuse.
Speaking during the Security Council Open Debate on Women, Peace and Security, Counsellor Ms. Saima Saleem, stated that to exclude Kashmiri women from the Women, Peace and Security agenda erases its legitimacy and undermines its universality. The Jammu and Kashmir dispute, she said, is on this Council’s agenda and therefore, future reports must reflect their plight accordingly.

مشیر محترمہ سائما سلیم نے سلامتی کونسل سے مطالبہ کیا ہے کہ وہ سیکرٹری جنرل کی خواتین، امن اور سلامتی (WPS) کی رپورٹوں میں کشمیری خواتین کو شامل کرے!
یہ انتہائی افسوسناک ہے کہ سیکرٹری جنرل کی رپورٹ میں ایک بار پھر کشمیری خواتین کی حالت زار کا کوئی ذکر نہیں کیا گیا، جو برسوں سے قابض افواج کے ظلم و ستم کا شکار ہیں اور جنہیں جنگ کے ہتھیار کے طور پر جنسی تشدد کا نشانہ بنایا جاتا رہا ہے۔

اقوام متحدہ کے انسانی حقوق کے اداروں نے ان خلاف ورزیوں کو دستاویزی شکل دی ہے: نظامی بے دخلی، خواتین حقوق کے کارکنان اور صحافیوں کی ہراسانی، لاپتہ افراد کے خواتین اہل خانہ کے خلاف انتقامی کارروائیاں، تشدد اور بغیر کسی وجہ کے قید و بند، اور جنسی تشدد و زیادتی کے وسیع پیمانے پر زخم۔

سلامتی کونسل کے اجلاس میں خواتین، امن اور سلامتی کے موضوع پر گفتگو کرتے ہوئے، مشیر محترمہ سائما سلیم نے کہا کہ کشمیری خواتین کو اس ایجنڈے سے خارج کرنا اس کی قانونی حیثیت کو ختم کر دیتا ہے اور اس کی عالمگیریت کو نقصان پہنچاتا ہے۔ انہوں نے کہا کہ جموں و کشمیر تنازعہ اس کونسل کے ایجنڈے پر موجود ہے، لہٰذا آئندہ رپورٹس میں کشمیری خواتین کی حالت کو مناسب طور پر شامل کیا جانا چاہیے۔
