Abstract

The significance of the research consists in recognising the predictive value of handball referee arbitration performance and forecasting arbitration performance in terms of communication competence of handball referees in Iraq. As for the research problem, it was present in the presence of a weakness in the arbitral performance caused by the insufficient communicative competence of the referees, or not using it in an appropriate manner or time. The research aimed to build a measure of the communicative competence of handball referees in Iraq, and to identify the relationship between arbitration performance and communicative competence, as well as to predict the performance of referees in terms of the communicative competence of handball referees in Iraq. In terms of research methodology and field procedures, the researcher employed a descriptive approach in the form of a survey study, predictive studies, and correlational connections in order to assess arbitration performance in terms of communication competence. (13) governorates and (50) judges from the research community were chosen to construct a measure of communicative competence, and the scale and test were administered to a sample of (43) judges from the research community for the purpose of conducting relationships and extracting the regression equation. The main conclusions of the study were that there is a very strong correlation between referee performance and communicative competence. The most important recommendations were: Including in the curricula of the Iraqi Central Handball Federation and the Central Referees Committee development courses related to the areas of arbitration performance and communication competence and conducting research and other similar studies on referees of other matches in the field of sports.
