Abstract

Iraq adopted the parliamentary system, in state administration and governance, in 2005, if some negatives appeared that marred the system, in its applications, most notably that some of the constitutional tasks of parliament were not performed, including oversight of the executive authority, or there were some forms in the performance of parliament, especially in legislation  And the budget, and the research dealt with the reasons behind the poor performance of parliament, as well as developing an evaluation of the parliamentary experience in Iraq, and finally the research presented mechanisms to reform the parliamentary system.
