This study aims to analyze the availability and utilization of educational resources in Government Girls School Gulhar, Kotli. Quality education is strongly influenced by the presence and effective use of physical, human, and instructional resources. The research investigates the extent to which key educational resources such as classrooms, libraries, laboratory facilities, textbooks, teaching aids, and qualified teaching staff are available and how efficiently they are being utilized to support student learning. A descriptive survey design was employed, and data were collected using structured questionnaires administered to school teachers and administrative staff. The findings reveal significant gaps in the availability of essential resources, particularly in science laboratories and ICT tools. Moreover, even the available resources are underutilized due to factors such as lack of teacher training, administrative support, and maintenance. The study underscores the need for policy-level interventions, adequate funding, and strategic planning to improve both the provision and use of resources in public sector girls' schools. Ensuring resource adequacy and utilization is essential to enhance the learning environment and academic outcomes of students in rural and semi-urban areas of Azad Jammu and Kashmir.
