Local government system establishes to empower masses at gross root level with political, financial and administrative authority. After the enactment of 18th amendment to the 1973 constitution of Pakistan, the Khyber Pakhtunkhwa province of Pakistan has established local government system in 2013 to devolve power and authority at local level. This study aims to analyse the current local government system of Khyber Pakhtunkhwa in special reference to the issues and challenges face by elected representatives of local government in resolving masses issues and the way forward in Tehsil Timergara Dir Lower. For collection of primary data, semi-structured interviews have been conducted from elected representatives of local government system in qualitative approach while secondary data has been collected through various research papers, articles and other online sources. The collected data are comprehended through philosophy of interpretivism. Thematic analysis has been applied to codify and identify the themes. The study shows that there exists various issues and challenges to elected representatives in resolving masses like lack of fund, political and administrative interference by government, lack of practical implementation and lack of authority. The study suggests that local government, being third important tier of government, should be provided constitutional safeguard with political, financial and administrative authority
