The local government system, as a decentralized framework for governance, is central to strengthening grassroots democracy, enhancing civic participation, and improving service delivery. In Pakistan, however, its trajectory has been inconsistent, shaped by oscillations between federal and provincial control, colonial legacies, and military-led top-down interventions. This paper critically examines the local government system in Khyber Pakhtunkhwa (kp), situating it within Pakistan’s turbulent history of decentralization and power struggles. Despite constitutional commitments under article 140-a of the 18th amendment, local bodies in KP continue to face systemic challenges, including political interference, fiscal dependency, bureaucratic dominance, and weak institutional capacity. Drawing on historical analysis, secondary sources, and primary insights from local officials, the study explores the persistent gaps undermining service delivery, civic trust, and community empowerment. It further identifies opportunities for strengthening governance through fiscal decentralization, stakeholder coordination, and legislative clarity. The paper concludes by proposing a strategic framework for reform aimed at fostering effective, inclusive, and sustainable local governance in Khyber Pakhtunkhwa.
