Abstract

Recurrent policy disasters since inception of Pakistan have generated a series of deep-seated multi-dimensional problems creating a dangerous safety concern for the public in Balochistan. Regrettably, despite successive insurgencies we have not learnt from the history. Instead of implementing a practical method, the issue is always taken casually either as a political problem of few tribes or a law-and-order situation instigated by our enemy and dealt primarily with reactive measures based on the opinions of the rulers. We never tried to look at the social aspect of this problem, particularly the human security aspect. The central argument of this discussion is that all the problems in Balochistan stems from corruption and everything else is a byproduct may it be terrorism, poverty or governance issues.
